its whats known as the Law of Unintended Consequences. All legislation
suffers from this. Another good example of this involves the recent
legislation providing incentives for the production of ethanol from corn.
Sounds great except the unintended consequence has been the increase in food
prices due to the increase in corn prices.

One should always what effect will this legislation have before asking the
government to do something.
