If you read over the NIST report Ginny provided a link to, writing on the
surface of the disk is equally if not more damaging than using labels.
Adhesive and or in can eventually react with the surface and potentially
enter it, rendering the data unreadable.
The recommendation is to write on the inside of the hub area in fine print
and apply some form of serial or sequential identifier that can also be
paced on the outside of the jewel case, along with whatever necessary
identifying information related to the content. This hub area is devoid of
any recording material and is typically a solid area that isn't subject to
leaching of ink.
