This is a tough call. I agree with Graham. My first recommendation is to
combine with records of another series having the same retention.
Lacking that, for the sake of conserving space, I have allowed divisions
to combine consecutive years of the same series within a box. Granted
there is some increased risk, but I would rather do this than have two
partially filled boxes on the shelf.
