I respectfully disagree. Excel and Access can be well developed in to more than usable tools for the purpose of tracking legal holds. Heck - you can use a 3-ring binder too if you have the proper team in place, do your training, and have disignated resources on tap to maintain your information. But who does that anymore...???
 
We also use Serengehti Law, a web-based matter management system. I don't work for them or have any affiliation, I'm just a client.
