Having been at an organization that tried to keep all e-mail, and never
required anyone to delete anything, I can speak from experience on this
issue. No, your organization would not be better off. At least the
limits now imposed force your users to DO SOMETHING. Whether what they
do is appropriate or not is another issue, one possibly to be mitigated
by education and training. Letting their e-mail collections grow until
they are truly unmanageable would not be doing them, or your
organization, a favor. 
I'll go further. Abdicating your role in advising your organization on
best practices is not doing your job, even if no one is currently
listening. Repetition and restatement, at every opportunity, is the key
to being heard. Don't give up. Eventually they will catch up and
understand that records need to be managed. 
I'd also advise you not to attempt your idea using your Exchange server.
Your server was not designed as, and will not function well as, a very
large repository for "stuff".
The fact that someone is suggesting this 15 years after my experience
with this concept is somewhat disappointing, and that another party is
actually including it in a course, is truly unbelievable.
