I've used the following measurements for the past 35 years.  They are
pretty accurate:
Approximate number of sheets per letter size drawer - 3675 (vertical
file)
Approximate number of sheets per legal size drawer - 4200 (vertical
file)
Approximate number of sheets per letter size shelf (4 ft) - 5635
Approximate number of sheets per legal size shelf (4 ft) - 6300
