So far, (in summary) I've seen the following volumes submitted

3500-4000
2000-3000
2500
3675
3750
5200

I'd have to go with the suggestions from a couple of others who suggest a
sampling of your actual cabinets, to determine the percentage of drawers
that are full versus those that aren't, the volume of file folders and/or
hanging files (and the space they take), the number of 2-sided images, the
number of "sets" of files that contain staples, clips, or other binding
materials, etc.

Get REAL PIECE COUNTS in a number of drawers, then make an estimate based on
an average in your actual environment. Anything else is just a "SWAG", and
really doesn't have much merit.
