I work in the private sector and have worked in the public sector as
well. I have always instituted the same policy in regards to
destruction:

Certificates of destruction and all supporting documentation (retention
schedules & authorization) were retained permanently along with the
retention schedules that were in effect at the time. I never kept only
the certificates as they only showed the records were destroyed and NOT
that the destruction was according to the schedule.

Remember that I work in the private sector and have always done so. I
have also always worked for companies that are heavily litigated.
 
Certificates of destruction and their supporting documentation were
retained permanently. 
 
Along with the retention schedules that were in effect at the time, I've
had to produce destruction notices in support of a litigation request. 
 
Important stuff.
