Could not have stated that better. The best schedules in the world will not help you if they are not followed consistently across your company. I think it's pretty easy to distribute the new program documentation, but hard to provide training if not taken into account upfront. Sounds like you're doing your homework, so be sure and include time/space/budget for training and also for your auditing.
