The major duties of the Privacy Officer position include, but are not
limited to the following tasks:
Serve as an advocate and focal point on matters related to privacy
and confidentiality at the Interior Department. Communicate the
organization’s privacy vision, principles, and policies internally
and externally. Assure compliance with privacy laws.
Influence program decisions related to data collection, processing,
and dissemination by advocating for strategies that enhance
privacy protections. Partner extensively with offices and bureaus
throughout the Department with respect to virtually all
Departmental privacy programs and operations to promote awareness
of privacy principles and related policy requirements.
Manage and enhance the Privacy Impact Assessment program to ensure
that the Department’s privacy policies and principles are
reflected in all operations. Coordinate on privacy and
confidentiality matters with the Office of the Solicitor, Office
of Budget, the Chief Information Office Divisions, the Interior
Chief Privacy Officer, the Cyber Security Division of the Chief
Information Officer and other Information Management Division
contacts. Provide guidance and approvals for Privacy Impact
Assessments.
Ensure Privacy Act compliance, e.g., by establishing systems of
records and reviewing and approving informed consent statements.
Spearhead outreach with the Interior Privacy Officers, IMD groups,
other privacy groups, Congressional staffs, advisory committees,
and other interested parties to clarify and highlight privacy
issues and concerns. Organize and conduct ad hoc meetings with
external groups, including privacy advocates, professional
associations, and data user groups on privacy-related topics.
Develop and promote privacy awareness and training.
Provide direct input to the Chief Information Management Division,
Chief Information Officer, and Chief Privacy Officer, or for
Departmental policy decisions and to craft strategies and
practices that instill and maintain a culture of privacy
throughout the organization.
Assure that the Department meets the minimum requirements of
legislation and continually strives for privacy best practices.
Additionally new initiatives in the Privacy area that include
E-Gov Scorecard reviews, Capital Planning requirements, Identity
Theft Task Force and breach notification activities, and PH
safeguard requirements (including the P11 and SSN reduction) from
OMB and other mandates are overseen by the Department’s Privacy
Officer.
Additionally, oversight of the inventory of privacy information on
systems within the Departmental Enterprise Architecture Repository
(DEAR) for analysis and reference in evaluating FISMA reports,
E-government systems, IT investment business cases, or OMB
scorecard tracking is a responsibility of the Departmental Privacy
Officer. Finally, providing support to the Chief Privacy Officer
for the agency in any number of areas and requirements that may be
initiated from OMB or the Congress will be a major responsibility
of the position.
Electronic Records Policy Analyst
SALARY RANGE: 93,822.00 - 121,967.00 USD per year
New employees usually start at the minimum salary rate. If you have
prior Federal service, you may start at a higher rate.

DUTY LOCATIONS: 1 vacancy - College Park, MD
You will serve as senior specialist and technical expert in electronic
records policy leading cross-office teams of other senior specialists
and technical experts in developing practical policies, guidance, and
training materials for Federal agencies on electronic records
management. As team leader, you will independently plan and coordinate
the team’s efforts and serve as the chief analyst in carrying out
assigned projects.
You will advise and instruct Federal agencies and NARA staff on
appropriate electronic records management policies, procedures, and
techniques that have no precedence. Lead the development and delivery
of training materials for Federal agencies and NARA staff on electronic
records management guidance products developed.
Evaluate and analyze proposals and develop guidance for improving the
creation, maintenance, preservation and use of Federal electronic
records in relation to NARA, Government, national and international
requirements and standards. Review proposals and develop policy.
You will apply current technology developments to the goals of NARA’s
Strategic Plan, specifically as they relate to defining guidance,
criteria, and standards that improve Federal electronic recordkeeping.
Produce a wide variety of written material for dissemination both within
NARA and government-wide. Present reports and findings to senior NARA
leaders and committees as well as to other Federal agencies and external
audiences.
