Our clients tend to use our KnowIT platform as a very quick but powerful way to solve this problem.  It's On-Demand and offered as a fully hosted and supported solution, through the web, so there's nothing to install or manage by the clients.  Costs are subscription based and very affordable, starting at about $50 per month, per user, and going down, based on volume of users.
