Brian, here's the definition that we use:

"Recorded information, regardless of medium or characteristics, made or
received by an organization that is evidence of its operation or results
achieved, and has value requiring its retention for a specific period of
time."

This permits us to exempt from our program (and from the application of
controls) those items that do NOT have retention requirements.
