The cellular provider probably does keep text or SMS messages in a log
or database file for some period of time but the city could also have
been using a product similar to this one:

I am sure this will in RAIN but today I saw in the paper where 14,000
retrieved text messages indicate that the Detroit mayor lied about an
affair he was having.
Personally, I thought text messages died from your phone after awhile.
Guess not. So does that mean that the Wireless phone carrier has them
in their electronic files for an extended period of time. Much the same
way that they do have a record of your incoming and outgoing phone calls
I guess Technology is making our jobs as RIM's more deep and thought
provoking by the hour.
So beware what you send by Text message!
