Chris, bureaucracy isn't necessarily a sign of creeping totalitarianism.
A surer sign of creeping totalitarianism is the lie at the core of the
totalitarian philosophy. Totalitarian states develop so true believers
can force alterations in reality to match the lie. Some do that in a
bureaucratic manner, others do not. Hannah Arendt's masterpiece "The
Origins of Totalitarianism" is a great read for anyone interested in
this. 

I would love to see our profession develop a greater emphasis on
transparency as a core ethic. Nothing kills a lie faster than exposure.
We should be advocates on issues like Sarbannes-Oxley and public records
access. In my opinion, this not only is the ethical thing to do, its
also good for our democracy and our business (re: investment)
environment.
