Speaking as someone who works with local governments every week, I can
tell you FOIA requests are a huge (and growing) part of the records
management issue they must address. First, FOIA requests actually
request information from "records" which may or may not be located. This
is a major concern for government officials. Next, FOIA requests must be
complied with, at least in NJ, within 7 days. This means that the
records must not only exist if required according to retention schedules
but must be located in a timely fashion. This also takes staff away from
other responsibilities, which may mean other tasks aren't handled or
additional staff must be acquired. In addition, FIOA requests themselves
and the disposition of each are also records that must be retained.

So - politics aside, FOIA requests most certainly relate to records
management and can present a headache if not handled properly regardless
of your political persuasion.
