The Hastings Regional Center could establish a HIPAA Privacy Board to
review and approve/disapprove research requests related to these burial
records. There's no need for a court order or hiring of lawyers. Also,
no mention is made as to whether there is personal health information on
the burial records in question, and, if there is, how extensive it is. 

Having said the above, the lack of a time frame to release historic
HIPAA information is an oversight in the law.
