I don't disagree with Lori; IT should not be the primary responsible
organization for the information being stored within
applications/databases.  However, I do believe that IT should be aware
that the data requires management, should be informing the organizations
that DO own the information that it needs to be managed, and should be
partnering with the Records function (regardless of its organizational
placement) to get the right parties talking to each other.  My
frustration with some of the IT departments I've worked with in the past
has been when they've taken a total "hands off" approach, refusing to
take any responsibility for their own education on RIM issues or for
anyone else's.
