The other aspect of a centralized scanning option is the ability to quickly re-deploy resources and efforts for the inevitable "special projects".  I've, like i'm sure other readers have, seen organizations wishing to do a major scanning effort periodically e.g. either due to some litigation issue or mgmt decides to migrate a large chunk legacy records into electronic format etc and typically some of these projects end up getting outsourced primarily since it is simply the most effecient method given that the scanners and resources are distributed throughout the organization.  Having a centralized scanning capability may have alleviated the need to outsource the scanning effort. This is more important for organiztions that are involved with M&A's where the entities have disparate systems, processes and resources and centralizing the scanning (at lest initially) may be an efficient choice.
