I have found that records management groups, including ARMA members, in
other countries to be very helpful in terms of networking.  I also
network with auditor and accounting groups because they are usually more
familiar with revenue and legal guidelines.

I generally find a lot of information on "Doing Business in This
Country" type of web sites that are generally found on government web
sites.  In Europe, I have found most of these web sites translated into
multiple languages, particularly Spanish, French, German, Portuguese,
English, Chinese, and Japanese.

Each country usually has a Minister of Revenue or some equivalent where
you can submit questions via a web site or leave a phone message that
will be returned by someone who can speak one of your languages.  That
failing, my next move is to contact a U.S. Embassy in the country where
I am searching for information and they are usually very happy to assist
me in locating the information that I am looking for or connecting me
with legal counsel that where I can get a written opinion letter to file
as backup to my retention schedule.
