Yes. We felt that it was as important to define and give a retention
period for non records as it was to define and give retention periods
for records. In this way users can feel some confidence that they are
doing the right thing. Unless you tell them the difference I don't think
you can't expect users to know what is and is not a record and the
proper way top handle each.

"Does this mean that non-records appear as a records series on your
approved retention schedules?  What about drafts?  Should they also
appear on a records retention schedule?"
