My copy of AACRAO (2000) offers no real explanation for the "recommended minimal retention period" of one year for these records.  It does note that federal, state, or other policies might require longer than a year's retention for application materials of unenrolled students.  For example, it says in a footnote on Retention Schedule A that "The IRS requires that, for tax-exempt status for private institutions, the records of applicants who apply and do not enter be retained for three years."

I highly recommend AACRAO as a starting point for anyone dealing with student records, but it should be supplemented with a look at state and federal laws.
