Fred, it sounds as if you feel dedicated staff (secretaries/file clerks) was a great thing? My experience is that the majority of clerical staff did nothing more than what they were told to do, ie: "File this in the Jones case file." The didn't go through the file and ask about duplication, copies vs. originals etc. 

Our current project is taking us back 40 years to the "good old days" of secretaries etc & these files are full of copies, duplicates, transmittals, hand written draft letters, and mis-filed documentation, etc. 

IMHO saying that dealing with analysis and classification issues today is more of a challenge b/c those creating the documents need to be responsible is short sided. People for the most part dislike, and are "too busy", to deal effectively with all that is thrown at them in this technology driven age.
