Not sure about cost of mis-filed records but there are statistics on labor costs for finding information.  IDC has done a number of these studies.  Mis-filed records could be construed as information not found.

i agree with Julie you can do the same study at a departmental or unit level
rather than organization wide. You just need to make sure that your sample
size is  sufficiently large
