I run the Local Government Records Office in Mississippi, offering advice, assistance and retention schedules for city and county governments and their "offspring" -- schools, libraries, etc.  My boss oversees the state records program.  Neither one of us has any "enforcement" power; he can't even make the state offices use the state records center (which can give you some leverage, in my past experience at the county level).  County participation is voluntary, and though municipal participation through collection of a $1 document filing fee is supposed to be mandatory, only a handful of city governments collect the fee. 

Our state auditor has some leverage in getting government agencies at all levels to comply with certain standards, but RIM is not part of it.  As Caroline said, your best tool is good marketing to get them to WANT to do RIM.
