It is possible to get software that permits global access to a
enterprise wide database while restricting specific functions on
specific subsets of the database to certain users - a compromise between
branch autonomy and central controls.
Your functional classification scheme (business rules / retention
schedule) can be common and apply to electronic records as well as
paper.
You can see the description of

I saw trends in the vendor community several years ago the move toward
Federated Content Management, giving organizations the ability to access
content in the "typical" variety of repositories that exist in many
organizations today. Is anyone here on the listserv attempting to
pursue the implementation of Records Management solutions across
multiple repositories? And... if so...how is that effort going? I'm
curious, and would like some examples to point to. Feel free to contact
me offline, especially if you're working on that with some measure of
success.
