I find it helpful to consider risk management principles when evaluating 
bucket size.

Big buckets keep some records longer than they would be retained in a 
more granular system.  However, if those records are low risk, the only 
real cost is for additional storage capacity and a larger search 
universe.  Then the question becomes: is the easier classification worth 
the cost?

Conversely, the potential cost of holding high-risk records longer than 
minimally necessary is great.  The ease of big bucket classification may 
be dwarfed in value by the resulting risk.
