Nolene,

We recently brought in a consultant from Microsoft to discuss using 
SharePoint for paper records.  He met with us to understand our needs and 
then presented a solution using SharePoint 2010 that looked like it might 
actually work for us.  There's no way we would have been able to use MOSS 
2007 effectively, but 2010 is a real possibility.  Our immediate focus is going 
to be on electronic records, but we're considering migrating paper records 
from our current application to SharePoint later on.  If you'd like more details,
