Larry hit the nail on the head when he describes the cultural aspects of Federal Government not getting on board with records management, electronic or otherwise.  Having recently worked in a federal agency I can attest to the red tape, lack of training tools, and overall complacency that riddled that particular agency.  I was in charge of software tools that had reach end of life earlier in the year yet those higher in the food chain were not concerned that maintenance and support would now cost much more. Many of the records needing preservation (an estimated 1.5 million files) cost at least $2000 to create in today's dollars.  Very little was being done to capture those assets except store them on local network drives or the antiquated system I was administering.  At last count there were only 300k files in the repository.  Many more were lost when employees left and their computers were wiped.

Those of us who are RM professionals need to step up and be heard at all levels in the public sector just as in the private sector.
