As for the Harris County election, it'll be tough.
Replacing the equipment and software will require that a vendor either have
sufficient inventory of voting equipment OR that they are able to produce
that equipment in time for what the Harris County staff has to do for
testing and distribution. As the nation's third largest county, Harris
County is NOT a place where anyone should "want" to go back to paper ballots
and count them by hand in each individual precinct!
IF this required change to another vendor's equipment...well, it's also
complicated due to the need to train local poll workers on the use of the
equipment. And...finally, it's not just November that anyone would need to
worry about. The cycle begins with sufficient equipment software, etc. all
in place during early voting!
My sympaties to outgoing County Clerk Beverly Kauffman and staff! Beverly
is retiring at the end of this year, and this is a pretty tough circumstance
to live through during one's last year in office!
