I agree that the Dominic's example with insurance is good one.
Also, take a look on situation with Pension Plans.
I think they have the same issues.
Baby Bum generation, and current one.
Also, by the way, should one install safety belt on the car that was made without it?

It makes excellent sense in English and is a good example.  In the water utility industry we encountered a similar example with something called the "Information Collection Rule" that was only in existence for a few years, but impacted records for several years after it expired.  We worded the retention schedule description for the records series to include one retention for ICR reports submitted to the EPA pre-2001 and another retention for reports submitted to the EPA after 2001 (when the ICR program ended and the records retention was changed in the Federal Code of Regulations.)
