Please join ARMA NOVA for our January 2011 chapter meeting.  Our speaker is 
Carolyn Offutt, president of Offutt Advisory Services.  Ms. Offutt will talk 
about the various studies and reports from NARA, GAO, ARMA, the IBM Center 
for The Business of Government, and ACT-IAC that have been issued as a 
result of the Memorandum on Transparency and Open Government issued by 
the Office of Management and Budget (OMB) in January 2009.  The 
Memorandum encourages Federal agencies to increase communication and 
collaboration in their business processes.  The result has been an increased 
use of a variety of social media tools, such as blogs, Facebook, and Twitter.  

About our Speaker:

Carolyn K. Offutt, PMP, is the President of Offutt Advisory Services LLC. She 
has over 30 years experience in information management, information 
technology, geospatial analysis, records management, environmental 
management, and internet development. 

Before forming Offutt Advisory Services LLC, she was a senior information 
manager at the U.S. Environmental Protection Agency, where she was the 
Geospatial Coordinator and Systems Data Quality Manager for the hazardous 
waste cleanup program known as Superfund.  Formerly, as Records Manager 
and Superfund Webmaster for the Office of Superfund Remediation and 
Technology Innovation (OSRTI) at EPA, she managed development and 
implementation of the OSRTI Records Management program and the Superfund 
Web Site. She also managed, as Chief of the State Involvement Section, the 
efforts to provide funding to State governments to participate in the Federal 
Superfund Program and to ensure effective community involvement in 
Superfund activities. She served as a manager in EPA’s Office of Pesticide 
Programs and Office of Water. In her career of public service, Ms. Offutt 
focused on the key information technology issues facing environmental 
programs. She provided solutions to complex internet, records, mapping, data 
quality, and environmental management problems. Ms. Offutt formerly served 
on the Federal CIO Council Knowledge Management Workgroup and Federal 
Webmasters Workgroup.

She speaks and writes on information management, records management, 
internet, geospatial, and environmental management issues. She is Treasurer 
of the Northern Virginia Chapter of ARMA and Past President of the National 
Capitol Chapter of AIIM International, emphasizing information and enterprise 
content management.  Ms. Offutt has a Master’s of Science degree in Urban 
Environmental Engineering from the George Washington University, a Bachelor 
of Science in Chemistry from College of William and Mary, and pursued doctoral 
studies in Informatics at George Mason University. She is a PMI-certified 
Project Management Professional (PMP).  She is a member of the Association 
of Records Managers and Administrators (ARMA), the Project Management 
Institute (PMI), the Association for Information and Image Management (AIIM) 
International, the American Council for Technology and Industry Advisory 
Council (ACT/IAC), the Association For Federal Information Resources 
Management (AFFIRM), the Federal Information and Records Managers (FIRM) 
Council, the American Chemical Society, and the Water Environmental 
Federation.
