Completed project last year, at the request of senior staff, to identify and 
move all vital records so they're in one location (Records Mgmt repository) .
A large majority of our vital records are already stored in the repository. This 
repository was set up by an outside vendor company back in 2004 and has 
worked perfectly for storage, retrieval and review of records. 

I'm now working with InfoTech (IT) on assigning metadata tags for permanent 
vital records in the system and was told we must use a date (00/00/0000) to 
drive the retention field and not a year (0000). We already have thousands of 
documents with the same RS#'s, dating back to 1920, already in the system. 
They insist that this cannot be the case going forward. 

This is a production department and we done a backlog of paper records  
since 2004 and continue to scan vital paper records. Do InfoTech (IT) have a 
logical argument?
