I agree with Gary's two step interview process. you should also identify the
various business processes within an organization to identify what they
create, what they use and what they retain.  Records are created by
processes and not in isolation. Since they are part of a process this will
lead you to other units that maintain similar records. Be sure and asked if
the records are created digitally or physically. ask the unit if they know
of any laws or regulations that affect they records they create, use and
maintain. this will help when you start to do retention research
