Don't look at the source or the subject of the story and assume this is a
political post, my intent in providing it has NOTHING to do with politics.

This doesn't appear to be a case of inappropriate destruction of records, it
seems ot be a case of misappropriation of records- in either event, the
records should be returned to the State of Arkansas.

The article and image in it doesn't state if the former Governor REQUESTED
that this take place, it only documents WHAT took place.  However, as part
of this action, copies of the State records were removed from the State
Government's control and ownership and transferred to "a designee of his
(former) office" and another "designee of his (former) office" also
witnessed the destruction of the drives and network drives, which were
mirrored and copies given to "a designee of his (former) office".

In addition, the decision to destroy drives after they were subjected to a
seven-pass overwrite to meet the ECIO standard seems a bit absurd.  If this
is the ECIO's practice, then the drives should have been unable to be
forensically inspected to reveal any residual content, so the unwarranted
destruction resulted in the need to replace the hardware.

Obviously, those records which meet the definition of "the People's Records"
for the State of Arkansas should have NEVER been removed from the custody of
the State and should be returned.  

If under further investigation it is determined that the hardware was
destroyed at the request of the former Governor and NOT as a part of normal
practices of the Office of the ECIO, the State should be reimbursed for the
cost of both labor and hardware to replace them.  The same should be
applicable to the reconstitution of the records from any mirrored drives or
backup tapes.
