Hi, Andrew!  

Working on a Sharepoint implementation project myself and are facing
that same "transitory record" vs. "business record" issue.  

What we are doing at this point is building Departmental web sites with
Departmental content types for transitory records.  The libraries on the
Departmental or "Workgroup" sites are more streamlined than what is in
the Records Center library and allow for more collaboration.  When a
record is ready to be declared (and that is now being defined as part of
my retention schedule), it is transferred from the "Workgroup" library
to the Records Center library with a link that is left behind in the
Workgroup library if the user needs to access it.  Everything in the
Records Center Library is a business record.  Not all records in the
Workgroup Library are business records, but some of them are.  My
searches are configured to be federated so that the users can find
things regardless of where they are, except that general users cannot
enter the workgroup libraries unless they are authorized to do so
(because some documents in a transitory state are not documents ready to
be shared for the purpose of doing business...like a contract that has
been drafted, but not signed or a permit application that has not yet
been approved).  

My workgroup web sites have the ability to manage transitory documents
such as reference, project, drafts, or informational types of documents
for a shorter period of time than a regular business document that has
been filed in the Records Center.  The final business record is then
declared to the Records Center Library along with any supporting
information that is needed.

It is just one way of managing the "transitory record" vs. "business
record" issue.
