Todd ... You might want to order the "Regulations to Govern The Preservation of Records of Electric, Gas and Water Utilities", 2007, published by the National Association of Regulatory Utility Commissioners.  Costs only $20.00.  Note:  Retention is based on longest period identified by the association members state, and may be excessive to what is required in the states your pipeline runs.   

Also, Check 17 CFR 125.3, CFR 225.3, and other areas in the 17 CFR for pipeline retentions. 

Between the above you should be able to identify most of the records you are required to keep.
