Conversion would imply changing the actual format of the file, i.e. converting a word document to a PDF.
 
Migration, in my opinion, suggests change as well, in that a document may be migrated from, say, Word 2003 to Word 2007.
 
At least, that's what I've always understood the two terms to mean.

"Conversion", to me, implies change while "migration" implies movement but not necessarily change.

For example, I would convert a Word doc to a PDF, I wouldn't migrate a Word doc to a PDF.  I would migrate records from one storage platform to another, but I wouldn't convert them to another storage (unless conversion was required to meet the needs of the system I migrated to!).
