Hi Deb, et al: I would add to what Fred has said in that the research community has started to grapple with this, not so much as the notion of the data as records, but curating the data for future research.  I would suggest the following resources to review:

Deb, are you familiar with the work on digital preservation being done by the international community in high energy physics? They have similar problems with preserving non-standard data AND the applications which created and interpreted them.
