"Previously Issued Recommendations" address many issues related to records
that unfortunately did not result in the identification/location of records
related to conditions on existing pipelines that were once in the files, but
new recommendations 19 and 20 should improve those problems going forward.

New recommendations 2, 3 and 4 will require more complete records 11 and 12
will require testing to be performed and records to be generated on existing
pipelines, by eliminating the changes made to 49CFR which added a
'grandfather clause' exempting pre-1970 pipe from being inspected, even if
no records existed. 15, 16 and 17 will also require more robust records
systems and ensuring they remain accessible.
