For general guidance and to get the e-Records juices flowing, I found the
proposal below and

*NARA seeks feedback on shared-drive content-management proposal -
*FierceGovernment
The National Archives and Records Administration is requesting comment from
federal agencies on proposed new guidance for managing content on shared
drives.
NARA says shared drives, or network drives, do not provide the functionality
of an automated electronic record-keeping system. That means agencies that
store records on the drives need to implement policies and procedures to
provide records-management functionality, which requires manual
intervention. Potential challenges, according to NARA, include:
