While PhotoShop (and its equivalents, such as GIMP) is indeed a powerful and valuable application, NOTHING compares to having a good-quality/good-condition original (however you may define "good-quality/good-condition" -- and there are many ways to define it).

Image-by-image PhotoShopping is incredibly labour-intensive (and you need really skilled labour=expensive), time-consuming, and it can be very subjective in the judgments made in the process. Truly the old Italian saying applies: "traduttore, traditore!" (translator, you are a traitor).

Sometimes you just have no choice, and you do the best you can with the originals you have, using the available staff, techniques and technology. Did I mention LOTS of money?
