I remember sometimes we are talking about Records Management Committee, one of its functions is making Decision.
 
Also, many organizations have Person Responsible for Records Management according to Law, City Clerk, for example, in addition to less important tasks:-),  and person whom this Duties are delegated.
 
Also, it is possible that when Records needs for longer period of time, maybe it is time to update the Retention Period?
