The Papers of Abraham Lincoln is probably the exception to the rule here. http://www.papersofabrahamlincoln.org/
When this project started back in the 1980's, conventional wisdom was that no one would ever find enough of Lincoln's papers (back then it was only his legal papers) to make the project worthwhile. Today, there has been a tremendous volume of material found and published and the project expanded to cover other papers. Even the most mundane cases handled by Lincoln adds to new scholarly insights about him.
But like I said, this is the exception to the rule and probably presupposes that the collection of legal files comes from someone who has had a significant impact. That said, there are probably lots of Sociology Ph.D. dissertations in the boxes of divorce case files found in small town, USA.
