Good morning Hugh,

There is a good deal of information about the Technical Committee that prepared this document (TC 20/SC 13 -- Space data and information transfer systems) on the ISO Web site at http://www.iso.org/iso/standards_development/technical_committees/list_of_iso_technical_committees/iso_technical_committee.htm?commid=46612. 

FYI, ISO TC 46/SC 11 (Archives/records management) provides liaison to the records management and archives communities. ARMA is a member of TC 46/SC 11.

TC 20/SC 13 also produced ISO 14721:2003 "Space data and information transfer systems -- Open archival information system -- Reference model" (OAIS), which was originally developed by NASA to help the preservation of digital records and information.

The ISO Web site describes ISO 16363:2012 as defining "a recommended practice for assessing the trustworthiness of digital repositories", so I think it would not directly apply to storage vaults, which likely fall under other ISO Standards, such as:
ISO 11799:2003 "Information and documentation -- Document storage requirements for archive and library materials"
ISO 18911:2010 "Imaging materials -- Processed safety photographic films -- Storage practices"
ISO 18925:2008 "Imaging materials -- Optical disc media -- Storage practices"
ISO 18920:2011 "Imaging materials -- Reflection prints -- Storage practices"
ISO 18934:2011 "Imaging materials -- Multiple media archives -- Storage environment"
ISO 18938:2008 "Imaging materials -- Optical discs -- Care and handling for extended storage"

(OT--humour) Incidentally, while researching this (search term 'storage'), I noted a nice collection of International Standards on storage of peaches, cauliflowers, and other foodstuffs:
ISO 873:1980 "Peaches -- Guide to cold storage"
ISO 949:1987 "Cauliflowers -- Guide to cold storage and refrigerated transport"
ISO 2166:1981 "Carrots -- Guide to storage"
ISO 2167:1991 "Round-headed cabbage -- Guide to cold storage and refrigerated transport"
