The actual costs will be highly organization-specific.  I spent years creating business cases for systems development and management in private organizations and have created cost/benefit models for libraries and data repositories.  These costs vary highly from organization to organization and will depend on the specific business processes and policies, the hardware and software you use, your organization's labor costs, your vendor agreements, and the type of organization (e.g., public versus private, which sector).  If you are trying to identify metrics to consider (as opposed to trying to determine the costs), however, you could check out the LIFE project reports (http://eprints.ucl.ac.uk/11758/ and http://discovery.ucl.ac.uk/1855/), or some of the cost analyses that Neal Beagrie has put out (http://blog.beagrie.com/2011/07/18/report-and-presentations-from-the-jisc-digital-curationpreservation-benefits-tools-project-dissemination-workshop/).  I created a cost model for the Dryad scientific data repository, and published the results of that work with Neal (http://wiki.datadryad.org/wg/dryad/images/4/47/IPRES2010_Paper37.pdf), but it sounds like the types of metrics you are looking for are more detailed than what is offered there.

It sounds like you are trying to develop a case for applying retention rules (as opposed to a current situation in which this is not being done yet?).  The goal of your business case will determine which metrics are most relevant.

For a business case for applying retention rules to electronic data:
Can anyone point to a great, current reliable study with metrics for retaining and managing data (e.g. growth of X TB of data results in X person hours spent looking for data, backing up data, etc, X cost re additional servers, etc)?
I'm finding bits and pieces...
