I find the discussion as interesting as the dissertation (of which I have read so far chapters 1 and 6-sorry, David, for skipping to the end).
I well understand that, in the electronic records world, "everyone is a records manager", and so the institutional problem-still unresolved-grows downward to the level of every person in the organisation-the individual level.
How do we sufficiently-influence the "keep-or-delete actions" of every person in the organisation, short of building it into the software (as is the case in some heavily-regulated fields)? Forget control-it just doesn't happen with any reliability at that level.
I take David Macknet's dissertation as an attempt to analyse and discuss the individual problem from the psychological and sociological points of view. Let's see what we can get from it.
