Just wanted to say that we took the Oregon version of this, and it was
fantastic - one of the best frameworks I've seen for addressing the issue
of essential records. Of particular importance:

- the tie in with a common federal, state and local structure and
vocabulary; and
- clear definitions of what essential records are, with a link to essential
functions.

Its well worth the investment of time (and, at least in the version we saw,
our own Ginny Jones is given due credit as a resource).
