The Maryland-National Capital Park and Planning Commission is a nationally
recognized agency providing land use planning; stewardship of natural,
cultural and historic resources; and delivery of award winning recreation
programs to the communities it serves. The agency is seeking a Policy
Development Manager within its Corporate Policy and Management Operations
Office. The selected candidate must have demonstrated experience with large
organizations conducting organizational policy development and business
process analysis. 

 

Key responsibilities are:

 

Managing organizational policy systems and corporate records to implement
best practices, effective operations and compliance with federal and state
laws.  

 

Leading and performing comprehensive analysis of complex issues and
organizational needs, to identify areas of improvement and program
efficiencies.

 

Proactively developing, drafting and recommending corporate policies,
standards, and programs to ensure effective operations, clear and through
guidance, and policies that support a workplace of excellence and prudent
decisions. 

 

Managing and leading program/policy reviews with all levels of employees
management.

 

Developing and delivering presentations which layout policy proposals and
recommendations in a sound, concise and logical manner.  

 

Developing and implementing effective communication strategies for review of
policy proposals and understanding of adopted policies/programs. 

 

Directing the work of staff and resources to ensure high quality products,
effectiveness, and efficiency. 

 

The ideal candidate will possess the following technical
competencies/skills:

 

-Proven experience in the development/analysis of policy systems for larger
organizations.  

-Effective problem solving with emphasis on full system analysis.

-Self-directed work approach and the ability to quickly respond to evolving
organizational needs and critical priorities.

-Proven project management skills including development of project
timetables, resource oversight, supervision, and redirecting of activities
as necessary.

-Excellent verbal communication including public presentations to all levels
of management and employees.  

-Clear and logical business writing with attention to detail and business
process analysis.

-Ability to work under tight deadlines, multiple priorities, and handle
constructive comments from multiple levels.

Minimum Qualifications: 

 

1. Bachelor's degree in business administration, management, or related
subject; and

 

2. Eight years of progressively responsible administrative experience
related to the needs of the department to which the position is assigned,
including two years of progressively responsible supervisory or project
management experience; or

 

3. An equivalent combination of education and experience.
