Hi Rikki - the tool you are referring to is the GARP Health CheckUp and is an entirely different thing than the GARP Assessment.  The CheckUp tool is a much more limited and rudimentary tool, yet useful in its own right as a quick check, and is still available and is still free.

That said, you're right that an organization has every opportunity to come up with their own assessment protocol, set of questions and assessment focus.  Both tools are there as options for those who chose to not develop the assessment themselves.
