Given the description of your organization (Institute of American Indian
Arts) have you considered speaking to any of the tribes that have relatively
well established records management programs and archives?  

There are a number of them in AZ and NM, and I would think many of the same
issues they face would be appropriate to what you're doing, especially if
your program is going to be managing and cataloging relics and artistic assets. 

If what you're looking for is purely "business records management" in
nature, they may be able to assist you there as well.. and/or have some
hybrid options for technologies to track both.

Someone else had mentioned grant funding as being an option for you to
consider.  This is a rather dated document, but it gives you an idea of what
they would involve http://goo.gl/D048I .  Also, this event was held last
week (unfortunately) but you may be able to gather some names of individuals
to assist you here- sure sounds as if they were addressing much of what
you're attempting to do
